   *Study guides are due on the day of the Chapter 9 & 10 Test.  They must be turned in before the test 
   starts or they will be considered late. 
   Chapter 9 ~ Questions 
   1. How were the constitutions of the original 13 states different from the constitutions that had 
   existed in Britain?  What things did the 13 state constitutions have in common? 
   2. What were the negative economic impacts of independence?  Give specific examples.  
   3. What were some of the economic problems threatening stability in the newly formed states? 
   4. What were some of the structural problems with the Articles of Confederation?  Give examples. 
   5. What did the Land Ordinance of 1785 and the Northwest Ordinance of 1787 do?  What area of the 
   future United States did it impact?  Why were these ordinances so important to the young nation? 
   6. Give examples of actions taken by the British and the Spanish that had a negative impact on 
   international trade for the United States. 
   7. What happened at Shays’ Rebellion?  How did this threaten economic and political stability? 
   8. Describe the common traits shared by the individuals who attended the Constitutional Convention 
   of 1787. 
   9. What were the main components of the Virginia Plan?  The New Jersey Plan?  The Great 
   Compromise? 
   10. What other compromises were made by delegates in order to reach an agreement on the new 
   Constitution?  Be specific.  
   11. When the delegates returned home to present and then debate the new Constitution, what was 
   the public reaction?  What two groups emerged in this debate?  What were they called & what did 
   they argue? 
   12. Look at the map on page 175.  In what areas did most of the supporters of the Constitution live?  
   In what regions did the opposition to the Constitution live? 
   13. Look at the chart on page 175.  Which state was the first to adopt the Constitution?  Which state 
   was the ninth to adopt the Constitution?  Which was the last of the original 13 states to adopt? 
   14. Explain the concept of “civic virtue.” 
   15. What was the idea of “republican motherhood”?

   16. Many of the actions taken by Pres. Washington set precedents for future presidents.  What was 
   one of the first “creations” by Washington?  Why was this important for the future? (Think about 
   this.)

   18. Who drafts and then guides through Congress the Bill of Rights?  What types of freedoms do the 
   first 10 amendments protect? 
   19. Sec. of the Treasury, Alexander Hamilton, proposed the idea of “assumption”?  What did it entail?  
   How did Hamilton gain the support of Jefferson for his assumption plan? 
   20. How did Hamilton intend to pay back debts and run the government?  Be specific. 
   21. Hamilton and Jefferson had competing views on the creation of a “national bank.”  Explain each 
   of their views. 
   22. How did Pres. Washington’s Administration respond to the Whiskey Rebellion?  Do you think it 
   was an appropriate use of force? 
   23. What were the first two political parties in the U.S.?  Who led each party?  What were the 
   differences in their political philosophies? 
   24. How did the French Revolution impact the American political landscape?  Use specific examples 
   to illustrate your point. 
   25. What was Washington’s thought behind supporting the Neutrality Proclamation? 
   26. What did Pres. Washington warn of in his Farewell Address to the nation? 
   27. What did the Election of 1796 show about the process of selecting a new president? 
   28. What was the XYZ Affair?  How did it impact America’s relationship with the French? 
   29. What was the impact of the Alien laws and the Sedition Act?  What were the criticisms of these 
   laws? 
   30. What were the impacts of the Virginia and Kentucky resolutions on the American political
