       Editorial Note:  The following table lists  all sections  of the  United  States Code,
     1946 Edition  (except  5 U. S. C. 22),  which are  cited as rule making authority for
    rules  codified  in the  Code  of  Federal  Regulations,  or  which  are  noted  as  being
     interpreted  or  applied  by those rules.   The  table  is  arranged  in the  order of  the
     titles and sections  of the United States Code.
       Users of the table should keep in mind the following points:
        1.  Sections  of the  United  States Code  have  been listed  as they  appear  in the
     formal authority citations in the Code of Federal Regulations.         In many instances
     this results in a given  United States Code section  appearing in two or more  places,
    thus:
