                           WASHINGTON--The U.S. Government Printing Office (GPO) and the National Archives’ Office of the 
                           Federal Register (OFR) are continuing to make achievements in providing open and transparent Federal 
                           Government information that is usable by the public.  The Code of Federal Regulations (CFR), which is 
                           the codification of the general and permanent rules published in the Federal Register by the executive 
                           departments and agencies of the Federal Government, has been converted by GPO into XML (extensible 
                           markup language) and placed online to Federal Government sites, which include:  GPO’s Federal Digital 
                           System (www.fdsys.gov) and the Government’s new site for Government data (www.data.gov). Initially 
                           the CFR’s from 2007 to present are available and those dating back to 2000 will be added over the next 
                           few months.  This project is part of the on going effort to meet President Barack Obama’s challenge to 
                           Federal agencies to create a more open and transparent Government.  GPO’s Federal Digital System 
                           (FDsys), a world-class information management system for Federal publications, is instrumental in 
                           enabling this enhanced capability for the CFR.

                           “GPO has been providing the American people an open and transparent view of the documents of our 
                           democracy for nearly 150 years and this milestone with the CFR is another example of how GPO is 
                           keeping America informed,” said Public Printer Bob Tapella.  “GPO employees are embracing President 
                           Obama’s call to provide Americans the tools to monitor the workings of the federal government.  FDsys is 
                           becoming the permanent repository for authentic, published government information.” 
                            
                           “For the first time ever, the complete body of all the regulations of the Federal Executive Departments and 
                           Agencies is available, as a whole, for search and retrieval, combination into new formats and development 
                           of applications to particular citizen needs,” said Ray Mosley, Director of the Federal Register.  “As 
                           creative entrepreneurs mine this data, exciting applications are going to be made available to the public 
                           that will open government and create new ways for the public to participate in government policy-
                           making.”  
                            
                           The Office of the Federal Register, within the National Archives and Records Administration, publishes 
                           seven major publications containing the official text of Federal laws, Presidential documents, 
                           administrative regulations, public notices, and the descriptions of Federal organizations, programs and 
                           activities.  Its premier publications are the daily Federal Register and the 226-volume Code of Federal 
                           Regulations. 
                            
                           The GPO is the Federal Government’s primary centralized resource for gathering, cataloging, producing, 
                           providing, authenticating, and preserving published U.S. Government information in all its forms. GPO is 
                           responsible for the production and distribution of information products and services for all three Branches 
                                                                                                                                             
                  of the Federal Government. In addition to publication sales, GPO makes Government information                 
                  available at no cost to the public through GPO’s Federal Digital System (www.fdsys.gov) GPO Access 
                  (www.gpoaccess.gov), and through partnerships with approximately 1,250 libraries nationwide
