innovation
policymustremainatthecentreoftheLisbonstrategy.Thegapin
overallinnovationperformancebetweentheEUandtheUSisnarrowing
veryslowlyandcallsforintensiveactionsincompaniesandinnational
innovationsystemsandcompetitivenesspolicies.InitsCommunication
datedSeptember2006,theCommissionoutlinedEUinnovation
strategyfortheyearsahead.AsaCommunityapproach,itsupports
regionalandnationalmeasuresforeseeninthecontextoftheLisbon
process.WhereasthepreviousCommunicationfromtheCommissionon
innovationfrom2005,entitled“ !
”,focused
oninvestinginresearchandonsupply+driveninnovation,thebroad+
based innovation strategy broadens the approach and puts greater
emphasisondemand+driveninnovation.1
The need to improve competitiveness of companies through their
innovation performance demands continued implementation of the
broad+based innovation strategy, especially in SMEs which form the
greatmajorityofEuropeanbusinesssector.Theknowledgeshouldbe
put in practice in a way to accommodate the creative potential in
companiesandsociety.2
