      ADS203.3.1.6                  Given the nature of development activities, both 
                                    qualitative and quantitative methods yield valuable 
                                    findings, and a combination of both often is optimal; 
                                    observational, quasi-experimental and experimental 
                                    designs all have their place. No single method will be 
                                    privileged over others; rather, the selection of method 
                                    or methods for a particular evaluation should 
                                    principally consider the empirical strength of study
