TSLA Construction Method Statement. Our Construction Approach Objectives Our construction approach and site logistics are driven by the following objectives: • Consider the impact the development will have on the school and the surrounding environment. • To ensure the personal safety of staff, students, our workforce and all visitors. • To deliver a high quality product on programme • Careful phasing of construction to meet the school’s needs. • Minimise disruption to the school, paying particular attention to sensitive periods e.g. exam times • Maintain an orderly, tidy and well run site. Comply with Considerate Constructors Scheme. • Compliance with Kier “RED TOP” site safety requirements and other safety initiatives. • Provide top quality management throughout the project “life”. 1 Site Logistics including Methodology for the construction of TSLA Site Visits ST Leonards Academy Site plan with access routes Please see attached drawing Site Traffic Area Road plan Hoarding / Heras New Sports Hall Site Accommodation Material Storage Gateman’s hut Site Parking Gates Fully Enclosed Loading Bay All site traffic accessing and egressing the site will be directed by finger boards and directional signage. To prevent heavy traffic through residential areas, the traffic will be directed onto the B2092, where they can either drive south onto the A259 or North onto the A21, depending on where the vehicles are coming from. All Subcontractors and transport companies will be notified of these arrangements prior to any works commencing on site. 2 Traffic Management Plan and Method Statement The agreed traffic management plan and method statement follows on the next 4 pages. KIER SAFETY METHOD STATEMENT TSLA PROJECT NO. 7080 Title: LONG TERM STRATEGY FOR ACCESS AND EGRESS CONTROL TO ENSURE SAFE VEHICLE MOVEMENT ON SITE AND REDUCE THE TRAFFIC/ PEDESTRIAN INTERFACE METHOD STATEMENT 1. Kier will manage all Kier traffic entering and egressing the site from the main entrance gate (G1) from Edinburgh Road (ref. Traffic Management Plan attached). 2. Kier will assist in the management of all School traffic to ensure compliance with the overall site traffic management and control strategy. 3. A Kier Traffic Marshall will be located during site operational hours at position TM1 equipped with two-way radio communication set to a separate channel, solely for logistics. The School Site Manager will also be directly contactable. 4. The Traffic Marshals will prevent any Kier site traffic movement on the School access road beyond TM1, from 8.15am to 9.00 am and from 2.55pm to 3.20 pm. 5. TM1 will challenge all vehicles entering the School site through G1. He will ascertain why they are accessing the site and direct that traffic accordingly. 6. Traffic travelling to the main Kier Site Office compound will be directed from TM1 to Banksman 1 and onto the compound access road or onto the sports hall set up. 3 7. All Kier site delivery traffic will call ahead to let the site know they are 10 mins. away from arrival. This will ensure less congestion to the surrounding roads. 8. If on arrival TM1 ascertains that it is not safe for the vehicle to be escorted onto the access road, the vehicle will be held in the lay-by off site until it is safe to do so. 9. All traffic needing to access the main Kier Site Compound (Gate 2) or the sports hall compound (Gate 1) will be escorted by the banksmen. These vehicles will travel in the centre of the road to stop any potential overtaking and have the escort walking on the building side of the vehicle at least three metres in front of the vehicle. 10. Once the vehicle is within the main Kier Site Compound or the Sports hall compound the banksman will hand over responsibility for the vehicle to the appropriate Subcontractor. The Subcontractor will fully control the vehicle within the Kier Site Compound using his own designated banksman/traffic marshal. 11. The Subcontractor will call the banksman when the vehicle is ready to leave and get confirmation that it is safe to do so. The banksman will then walk back to either gate and escort the vehicle back to TM1. 12. All site traffic will travel at walking pace i.e. 5 mph. 13. TM1 will also assist in the direction of all pedestrian traffic onwards in conjunction with School Staff along the clearly designated pedestrian route. 14. If any vehicles or pedestrians fail to comply with the Traffic Marshalls’ instructions/directions, registration numbers or descriptions will be taken and passed to the School for appropriate action. 15. No reversing on site without full banks man control both ends of the vehicle will be allowed. 4
