Brief introduction about the CARE Turkey’s Cash and Voucher Assistance (CVA) for Vulnerable Refugees CARE Turkey distributes Super-market cards/vouchers/cash to target distinct groups. Modalities of support: A101 Supermarket Card, LCW Store Card and Cash Transfer through PTT Targeted groups: Cash for Work Beneficiaries (Daily Workers) – Individuals who are not Turkish but support CARE in different jobs (administering surveys, supporting CM clients, etc.) Cash for Shelter Beneficiaries – Individuals who are provided Cash to rehabilitate their own houses Community Activators (CA) are responsible for reaching the community with essential information on rights and services, and work in partnership with the Protection Outreach Team. Clients of Case Management who will receive Super-Market Cards to address urgent, critical and special needs; based on individualized assessments Project participants of Livelihood Programming who receive cash support through CARE’s micro-credit program and/or who attend Turkish language training as part cash for training framework Involvement of MEAL Team in CVA MEAL Team is involved through 3 main activities: - Verification: 100% verification conducted by Accountability Assistant for A101 and LCW Cards; over phone. Number of cards delivered, serial numbers, value of the cards, paper work submitted and satisfaction/feedback on the use of the cards and convenience of stores are verified. - Post-Activity Monitoring Survey: 20% sampling is used to verify cash transfers through PTT. - Complaints and Response Mechanism: Feedback and satisfaction concerning the cards and stores as well as cash transfers are captured through various CRM channels. Lessons Learned and Suggestions from CARE Turkey’s CVA Program Discrepancies in Verification: Documents of procurement and program teams did not speak to each other and discrepancies existed. CARE Turkey managed to create a tracking system linking the documents of procurement and program teams so that the amount verified automatically matches with the other 2 documents. Supermarket cards: Clients had issues in accessing the services. There were complaints about use of A101 cards and purchasing good from the stores. CARE Turkey launched a transitioning to cash transfers through PTT. Cash transfers through PTT have less barriers. Sampling in Verification: 100% verification is conducted for the cards due to high potential for fraud; however, it is a labour intensive effort. It requires high number of staffing as well as coordination amongst MEAL and program teams. On the other hand, cash transfers through PTT have less potential for mismanagement. PTT has a tracking system showing who withdrew money and when and shares reports monthly with CARE. Therefore, cash transfers through PTT are verified by using 20% sampling.
