     Quick History of (H)ESG
       1987 - Congress enacted the Stewart B. McKinney Homeless Assistance Act, which created the 
     Emergency Shelter Grant (ESG) Program; the Supportive Housing Demonstration program, the 
     Supplemental Assistance for Facilities to Assist the Homeless (SAFAH) program; and the Section 
     8 Moderate Rehabilitation Assistance for Single Room Occupancy Dwellings (SRO) program.

     Emergency Shelter Grant (ESG) Program; the Supportive Housing Demonstration program, the 
     Supplemental Assistance for Facilities to Assist the Homeless (SAFAH) program; and the Section 
     8 Moderate Rehabilitation Assistance for Single Room Occupancy Dwellings (SRO) program. 
       Over the years, Congress changed the makeup of the homeless assistance grants, from 1992 to 
     2012, the same four grant programs composed the Homeless Assistance portfolio:  ESG, the 
     Supportive Housing Program (SHP), the Shelter Plus Care (S+C) program, and the SRO program.

      Emergency Shelter Grant (ESG) Program; the Supportive Housing Demonstration program, the 
      Supplemental Assistance for Facilities to Assist the Homeless (SAFAH) program; and the Section 8 
      Moderate Rehabilitation Assistance for Single Room Occupancy Dwellings (SRO) program. 
       Over the years, Congress changed the makeup of the homeless assistance grants, from 1992 to 2012, the 
      same four grant programs composed the Homeless Assistance portfolio:  ESG, the Supportive Housing 
      Program (SHP), the Shelter Plus Care (S+C) program, and the SRO program.  
       2009 - for the first time since 1992, the homeless assistance grants were reauthorized as part of the Act 
      to Prevent Mortgage Foreclosures and Enhance Mortgage Credit Availability Act (or Helping Families 
      Save Their Homes Act) or the “HEARTH Act” (Division B of P.L. 111-22) (the Homeless Emergency 
      Assistance and Rapid Transition to Housing Act). The HEARTH Act combined SHP, S+C, and SRO into one 
      grant called the “Continuum of Care” (CoC) program; and ESG was renamed the Emergency Solutions 
      Grant (HESG), adding other eligible activities that were not allowed under the “traditional ESG” program.
     HPRP & HESG
       Homelessness Prevention and Rapid Re-Housing Program (HPRP) was one of the stimulus 
     programs authorized under ARRA – American Recovery & Reinvestment Act (2009/Obama)
       HESG appears to be modeled after HPRP due to the similarities in program design.
       Quincy created an invoicing template for HPRP subrecipients to keep them on track and to 
     prevent them from selecting an ineligible combination of components & activities.
       When HESG was implemented, we updated the HPRP invoicing template to include the revised 
     HESG components and activities.
       Template is Excel-based and includes 2 tabs:  Invoice & Expense Report
       Also helpful for CAPER reporting (CR-75 “Expenditures”)
