     The HRM approach to resourcing emphasizes that 
       matching resources to organizational requirements

       and perpetuating a dying culture. 
     It can and often does mean radical changes in 
       thinking about the skills and behaviours required in 
       the future to achieve sustainable growth and cultural 
       change.
