The CHS was established in 2014. It builds on the lessons learned from
several quality and accountability standards and initiatives in the aid sector

The CHS drafting process in 2014 asked communities, aid organisations,
governments and donors to reflect on how to make aid work better.
What is the best way to consistently..
• Protect people’s rights in times of crisis?
• Deliver quality, effective results for them?
• Be more accountable to them?
The result was the CHS “flower” - a wide consensus on how to define,
measure and achieve quality and accountability in two areas:
People’s and communities’ rights
o A set of quality and accountability commitments built
around what people want and expect from aid
organisations
Organisations’ responsibilities
o A set of good practices to help organisations to
consistently and effectively meet their quality and
accountability commitments to people
The CHS provides an comprehensive “people-centred”
quality and accountability framework for organisations
