          Must be literate[ That is ability to read and write ] 
          Must be in a position to supply more information about applicant/person when required to do so 
          Must have known the applicant/person for not less than 5 years 
          Must be a senior staff in his /her work place [Security guards, Drivers, Clerks, Cleaners, Gardeners, 
           Office Assistants, Stewards, Cobblers and the likes are not eligible] 
          If a private business person, he must have an asset base of at least #500,000:00 [Five hundred thousand
