Tax Forms TAX FORMS / TAX FREE SHOPPING Please ensure that you check the NSE Office Board for the most up to date information and any amendments which have been made RATION CARDS Cigarettes, alcohol and coffee are rationed if you are buying them tax free. You will be issued with a ration card by our HNLO when you arrive which will allow you to purchase the rationed items from the NAAFI. You can buy these items in the local shops but you won’t be able to get them tax free. TAX FORMS Tax forms are one of the most tangible benefits of a European posting and can be used to purchase a variety of items. There are currently two types of forms which may be used. BRITISH TAX FORMS The first and most straight forward way is by using the British tax form (“Abwicklungsschein”) which can be obtained from the NSE Ulm office on request. There is a €3.00 administration fee per form. This way is simple as when taken to the shop the tax is taken off straight away with payment being taken on the spot. A draw back to this system is that the form is not always nor does it have to be accepted by the retailer so you should always check with the retailer before you shop, to see if the British Tax Form is accepted. These forms can be obtained from the tax office in Kalkar Kaserne. This system requires registering your German bank account with the tax office. In order to get a form, you have to inform the tax office where you intend to shop and roughly how much you will be spending and a form will be issued. When you go to make your purchase do not pay any money directly yourself; the shop should take the form and charge the tax office at Kalkar who will then in turn take the money out of the account you have registered with them and an invoice will be sent. Although more long-winded, the advantage of this is that under the SOFA agreement shops should be obliged to honour the form and so it can be used in a wider variety of places. NAAFI NAAFI - FUTURE TAX-FREE PURCHASE PROVISION - NAAFI OFFICAL PROCUREMENT AGENCY (OPA) TRANSITIONAL ARRANGEMENTS TO BFGSO 5203 Overview NAAFI will operate an Official Procurement Agency (OPA) on behalf of the GEO. This will enable entitled personnel over the age of eighteen to make tax free purchases from German suppliers (goods and services) and to relieve VAT on online purchases. The facility is provided in accordance with current Standing Order 5203. All personnel using the facility should ensure that they are familiar with the restrictions specified in the order. Location/Opening hours The OPA will operate from the Finance Office to the rear of Sennelager NAAFI Complex on Otto- Hahn Strasse. It will be signposted for the customer as they enter the NAAFI. Opening hours are; 09:00 to 17:00 Monday to |Friday E-mail: opa@naafi.co.uk German Tax-Free Purchases Under €2,500 in value The Payment at Point of Sale System (PPSS) for purchases under €2,500 will still apply. Entitled personnel may purchase the documentation needed to relieve German tax and pay for the item(s) at the time of purchase. The process for making a purchase is as follows: Each entitled person may buy up to 5x Local Purchase Order (LPOs) forms (Antrag/Auftrag) and the document for the German Tax authorities (Abwicklungsscheine) at a cost of €3.00 each. You will need your ID and NAAFI Shopping permit (BFG Form 55) as proof of entitlement. You will be issued with two copies of the Antrag/Auftrag and an Abwicklungscheine(ABW). The documents should be presented to the shop at point of purchase (PPSS). The shop will take one (Red) copy of the ABW and the Embossed copy of the LPO. They will stamp your (Green) copy of the ABW & 2nd LPO and give you a receipt/invoice. You must return the stamped documents and a copy of the receipt/invoice to the NAAFI OPA. You are advised to retain a copy of the original receipt for guarantee purposes. Copying facilities are not available at the OPA, therefore complete in advance. Documents are valid for six months. You will not be able to buy more purchase order forms until you have returned stamped copies and invoices for those already issued to you. NAAFI All purchases will be audited monthly by Customs & Immigration, any inconsistencies may require the tax to be paid back to the German Authorities. Disciplinary Action may be taken against any abuses of the system. Purchases Over €2,500 in value Purchases must be paid for from the OPA bank account. The process for making a purchase over €2,500 is as follows; Ask the NAAFI OPA for a Local Purchase Order (LPO). You will need to know details of your supplier and the item/service you are purchasing. The NAAFI OPA will give you a Local Purchase Order (LPO) which needs to be handed to your supplier before you sign any documents with them. If the bill is dated before the LPO has been purchased, it will not be valid, i.e. no invoice dated before the LPO date. You will need to pay the NAAFI OPA the administration fee of €3.00 and the price of the item/service. Payments may be made by cash or bank transfer to the account below using your OPA Account as a reference number. Please note that the OPA will not accept a payment of more than €5,000 in cash for any one purchase. Bank transfers must be made from a bank account in the name of the person making the purchase. Payment from a cash transfer service will not be accepted.
