Background Link To GAO's Duplication Action Tracker GAO's Action Tracker is an online tool for monitoring the progress Congress and executive branch agencies have made in addressing the actions identified in GAO’s annual reports. This spreadsheet lists all actions presented on the Year Link Action Tracker as of March 2021. GAO updates the Action Tracker annually, so the online Action tracker and this 2021 GAO-21-455SP accompanying spreadsheet do not reflect status changes or other progress that has occurred since March 2020 GAO-20-440SP 2021. Office of Public Affairs For actions directed to Congress, “addressed” means relevant legislation has been enacted and addresses all (202) 512-4800 aspects of the action needed; “partially addressed” means a relevant bill has passed a committee, the House of youngc1@gao.gov Representatives, or the Senate or relevant legislation has been enacted but only addressed part of the action needed; and “not addressed” means a bill may have been introduced but did not pass out of a committee or no relevant legislation has been introduced. Actions suggested for Congress may also move to “addressed” or “partially addressed”, with or without relevant legislation, if an executive branch agency takes steps that address all or part of the action needed . At the beginning of a new congressional session, GAO reapplies the criteria. As a result, the status of an action may move from partially addressed to not addressed if relevant legislation is not reintroduced from the prior congressional session. For actions directed to the executive branch, “addressed” means implementation of the action has been completed; “partially addressed” means the action is in development or started but not yet completed; and “not addressed” means the administration, the agencies, or both have made minimal or no progress toward implementing the action. Actions categorized as “consolidated or other” and "closed-not addressed" are no longer assessed. In most cases, “consolidated or other” actions were replaced or subsumed by new actions based on additional audit work or other relevant information . Actions are generally “closed-not addressed” when the action is no longer relevant due to changing circumstances. Progress Text: Describes the progress made, since the last updated date, to address GAO's recommended actions. Area Type: Identifies whether the action discusses an opportunity to reduce "Fragmentation, Overlap & Duplication" and/or an opportunity to achieve "Cost Savings & Revenue Enhancement". Congressional or Executive: Identifies whether action is required by Congress or executive branch agencies. Implementing Entities: Lists all entities responsible for implementing the proposed action. Priority Recommendation: Identifies an action that GAO believes warrants priority attention from heads of key departments and agencies. This column shows duplication actions that are also priority recommendations. Last Update: The last date the status of the action was updated.
