Implementation October 2018 -end 2020 Period: 3 Output 1 Deliverables Capacity of • Capacity and training needs assessment based on existing selected PKH training strategies implementers • Design and conduct of training (supervisory and field staff) improved • Review and improve curriculum and e-learning modules on: • case management • performance management of program and staff • Family Development Sessions (FDS) • Psycho social support • Human resource development support • identify core competencies • Review and develop TORs for field staff • Design pre and in-service training • Trainings to take place in 3 regions (West, Center, East) for 4-5 days each. Output 2 Deliverables PKH • Technical and Advisory support for PKH expansion in AKSES areas implementation (Java & off-Java) in • policy and operational gap review and options development disadvantaged (payment frequency and modality, accountability mechanisms, areas grant levels, and logistical and administrative support training) strengthened for improved standard operating procedures for AKSES areas • recommend business processes and improvement plans tailored to local realities • Training & staffing plan tailored to AKSES area realities • Training & capacity building in selected AKSES areas • Technical paper on operationalizing PKH in remote locations • Technical and operational assessment of PKH transfers for the elderly and children with disability, and options for improvement. • Demand-driven analytical support to MOSA and BAPPENAS (strengthening the noncash social assistance program and PKH, including BPNT). Output 3 Deliverables Analytical, • Review and update communications and advocacy strategy communications • Assist in establishing / strengthening PKH communications and advocacy unit skills of MOSA • Develop 10 knowledge products for communicating staff enhanced progress and success stories, project operations and processes • Training and coaching of MOSA staff to develop and share PKH knowledge and news • Assess program exposure of PKH (print media) • Develop an app or digital platform for PKH (ie e-recruitment system)
