This excel file contains materials for hands-on exercise designed for the virtual training on the existing MRV arrangements and the enhanced transparency framework organized by the Consultative Group of Experts (CGE) in 2020.


What is this exercise for?









This exercise is designed to help participants to familiarize with the current status of their countries' reporting and reporting requirements of the enhanced transparency framework (ETF); take a rapid assessment of how their current reporting compares with the reporting provisions of the ETF; ascertain what it needs to put in place in order to transition to the ETF; and identify action items and support needs to plan for and start preparing for the implementation of the ETF.

The exercise is to be undertaken twofold: 1) first as a part of homework (during pre-training phase) and 2) second as a part of break-out group exercise (day 2 of training phase). The individual exercise prior to the training will serve as preparatory groundwork for the break-out group exercise, which will provide a platform to promote learning through peer exchange of experiences and lessons learned.
What is the focus of the exercise?









This exercise includes 5 worksheets and consists of two parts:
1) Self-assessment tool, contained in first 4 worksheets, focusing on the following components:
- Rapid assessment of how current reporting (either GHG inventory, NC and/or BUR) compares with the relevant reporting provisions contained in the MPGs for the ETF;
- Identification of key areas of enhancement to the current institutional and technical capacity necessary to support the implementation of the ETF;
- Formulation of solutions (actions) to address the identified key areas of enhancement;
- Support needs to address the action items identified as above.
2) Action planning tool contained in last (5th) worksheet: Based on the self-assessment, participants will develop an action plan focusing on 1-2 priorities. Examples are provided the worksheet (in grey font).
How to conduct the exercise









Each spreadsheet contains self-assessment tool for the respective substantive theme of reporting under the ETF, namely, national GHG inventories, tracking progress of NDCs, climate change impacts and adaptation, and support needed and received.

Participants are asked to:
1. Select one or two substantive theme(s) contained in worksheets 1 - 4 depending on the interest and/or working area;
2. Choose their latest national communication or biennial update report as a case study. In the event, the participant chooses worksheet 2 - tracking NDCs, NDCs submitted under Article 4 should be included as a part of the case study - this is primarily to facilitate how the communicated NDCs can be used as a basis to prepare and report information on the "description of NDCs" which is one of the reporting requirements as per Chapter III of MPGs contained in annex to decision 18/CMA.1;
3. Complete self-assessment tool following the guidance below and also contained in respective worksheets.

What you should consider when conducting the exercise:
1) Self-assessment tool
- Guidance note to participants: It provides a step-by-step guide as to what specific tasks the participants are asked to carry out. A set of guiding questions are also provided to facilitate parts of the exercise.
- MPGs for the ETF: Respective chapter of the MPGs for the ETF is contained in a blue box as a reference material.
- Key elements of reporting requirements (column A): They are identified with a view to facilitating the assessment in a focused way.
- Assessment (columns B through F): Describe details in a way that reflect the national circumstances. The assessment information will serve as a good basis to engage in the break-out group exercise.

2) Action planning tool
- Column D from each thematic self-assessment tool will contain what is needed to be put in place and in column E their respective priorities.
- Use this information (prioritized) as input into column B of the Action Plan spreadsheet.
- Thereafter think of what actions need to be taken, by when and by whom, what would be the support needs and challenges to access the support and what would be the outcome that is expected and by when.
- For example, if Country A wants to transition to 2006 IPCC Guidelines the first aspect would be training of staff to apply the guidelines and or contracting a technical expert to work on the GHG inventory using the 2006 IPCC Guidelines and software.
