SBA 504 Program History Started in 1981 by the U.S. Small Business Administration (SBA) to promote economic development, create new and retain existing jobs, and meet other public policy goals (e.g. minorities, rural markets, etc.). SBA has licensed 275 Certified Development Companies (CDC) across the country to process, close and service the SBA guaranteed second lien.
