          financial) of undertaking a proposal – what 
          will change by doing this?
      •   A demonstration of:
        –Economy, efficiency and effectiveness
        –Strategic fit, operational capacity and capability, 
          and risk assessment

  • To persuade decision makers to invest 
   resource (time/money) in your proposal.
