Referred to subsequently as ”the User“ st Version 9.1, valid from 1 January 2021 0 Introduction 1.1 As an Integral part of the liberalisation of the telecommunications market in Switzerland, the Federal Office of Communications (OFCOM) allocates Service Numbers in the ranges 090x-, 0800-, 084x- and also Personal Numbers (0878-) individually to the respective Content Provider (CP) who thus becomes the number holder. This method of allocation is known as Individual Number Allocation (INA), see Reference . In addition to the above numbers, TSPs have agreed that the Short Number for Subscriber Directory Enquiry Services (18xy) should also be included within the INA concept, see Reference . 0.2 All INA numbers and the data related to them are stored in a central server (referred to subsequently as the TSP INet-Server or just as INet-Server). The following features are available according to applicable prevailing Federal Council’s Decree on Addressing Resources in the Telecommunications Sector , their Decree on Telecommunications Services and OFCOM’s Technical and Administrative Regulations for Individual Number Allocation : 1. Central directory of all allocated INA numbers in Switzerland with the stipulated data according Reference Chapters 4 and 8, for the routing and billing of calls to INA numbers: - The TSP responsible for putting an INA number into service is identified by the Number Portability Routing Number (NPRN) assigned to each INA number; - The applicable tariff for billing purposes is individually assigned to each INA number; 2. Automated administrative process for the implementation, amendment and decommissioning of an INA number according Reference Chapters 5, 6 and 7, 3. Technical and Administrative Regulations concerning Short Numbers for Subscriber Directory Enquiry Services In all cases the latest version of the documents referred to above is applicable. The prevailing documents of the regulatory authorities can be found on the OFCOM home page: https://www.bakom.admin.ch Version 9.1 Page 2-9 0.4 Abbreviations and Definitions: CDP-TSP: Originating network for calls to an INA number (Charging Determination Point TSP) CDPi-Id: International originating network identity (Charging Determination Point Identification) CDPn-Id: National originating network identity (Charging Determination Point Identification) CDPp-Id: Prepaid originating network identity (Charging Determination Point Identification) CDR Call Data Record (record of the connection data and charges) Content Provider/ The owner of an INA number allocated by OFCOM and which has a contract Service Owner: with a TSP for its operation INA: Individual Number Allocation INA-TSP: The TSP that has the INA number in service. INA number: Number which are allocated individually by OFCOM (090x-, 0800-, 084x- and 0878-) NPRN: Number Portability Routing Number Retail Tariff: The amount which through the caller is to be paid to the respective INA number TSP: Telecommunications Service Provider VAT: Value Added Tax Wholesale Tariff: The amount billed between the involved TSPs. 1 Subject Matter of the Contract The present Contract governs the use of TELDAS’s Individual Number Allocation Database (TSP INet-Server) by the User. The TSP INet-Server services defined in Chapter 3 are available to the User. 2 Constituents of the Contract 2.1 Integral parts of this Contract are 1. The present Contract 2. The Appendices: 1. The User’s Particulars (Appendix 1) 2. Service Fees (Appendix 2) 3. Support (Appendix 3) 4. Technical Interfaces and Documentation (Appendix 4) 5. Multilateral Individual Number Allocation Service Level Agreement (Appendix 5) Version 9.1 Page 3-9 3 Services provided by TELDAS 3.1 General Conditions 3.1.1 Following signature of the Contract, TELDAS will provide the User with the necessary data for its account such as User Name, Password, Helpdesk Contact Address, etc. 3.1.2 In order to improve its services e.g. increased or enhanced functionality, technical improvements; or adapt displays, TELDAS may make changes to the application and access at any time, subject to an appropriate period of notice. Information related to these changes will be done via E-Mail notification or RSS feeds on the TELDAS Homepage (subscription under the Menu “My Profile”). 3.1.3 TELDAS may involve sub-contractors to fulfil the provisions of the contract. 3.2 TELDAS offers the following services 3.2.1 INA Service TSP 3.2.1.1 INA Number Administration This service is intended for TSPs that have INA numbers in service (INA-TSP). The INA numbers can be used by the TSP for its own INA services or by a Service Provider/Content Provider. Use of the TSP INet-Server enables TSPs to implement their administrative processes for the implementation, amendment and decommissioning of INA numbers efficiently and with minimum costs. The INA process of the TSP INet-Servers can be used according to the individual requirements and internal processes of the User, e.g. from "manual" operations by means of an Internet-Browser (GUI) to a fully automated process over a Web Service Interface. 3.2.1.2 INA Central Directory This service is intended for the TSPs that route calls to INA-numbers and that bill the call charges to the calling party (CDP-TSP), be it of national or international origin. Once the implementation, amendment or decommissioning of an INA number has been successfully completed, the TSP INet-Server updates the information in the central directory of the TSP INet. All Users are thus provided with access to an up-to-date directory of all INA numbers in Switzerland at any time. The users can read the information selectively through an Internet Browser or implement automated processes via a Web Service Interface to update the routing, billing and/or the processor. The directory holds at least the following entries for each INA number:  INA Number  Number Portability Routing Number (NPRN) of the TSP that has the INA number in service  Applicable Retail Tariff  If access from abroad is permitted (or not)  Operational status of the INA Number  Transaction Date and Time 3.2.1.3 Sending call charges This service is intended for TSPs that have INA numbers in service (INA-TSP). The TSP INet- Server enables the sending of call charge information in the form of a File Transfer of Call Data Records (CDRs). This permits the INA-TSP to establish Retail Tariffs that are not categorised as “online tariff profiles“. 3.2.1.4 Receipt of call charges This service is intended for TSPs which bill the calling party the call charges of the INA Number, without establishing the call charges from a valid tariff profile themselves.
