Following your enquiry regarding the publication of the above-mentioned invitation to tender, please find enclosed the
following documents, which constitute the tender dossier.
Any request for clarification can be addressed to the following e-mail address mero.logistics@nrc.no at least 4 working days
before the deadline for submission of tenders. NRC will reply to bidders' questions at least 3 working days before the
deadline for submission of tenders.
Costs incurred by the bidder in preparing and submitting the tender proposals will not be reimbursed.

1. BACKGROUND DATA
ITB Name: BLP ‘’ Better learning programme’’ Graphic ITB Number: ITB.NRC.MERO.2022.12
This ITB is issued by Norwegian Refugee Council (Regional office in Amman, Jordan) on behalf of BLP programe unit.
2. SCOPE OF SERVICE
NRC is currently seeking a reputable graphic designer service provider to establish a 2-years framework agreement that have the
experience in layout designing for BLP products and materials such as but not limited to BLP manuals, BLP Brochures, Consultancy
reports and others. The GBU is constantly producing new resources used during dissemination campaigns, presentations in
international forums including global partners and donors. Several communication and advocacy events will be organized and
competent graphic service providers will have to design products abiding by NRC external communication and branding guidelines.
In addition to the layout design, BLP is looking for a service provider who is familiar with icon design “Insert our icon design
preference “pictograms/ ideograms…”, and the style if applicable “flat, glyph, hand drawn…”. The below resources should be
delivered upon ad hoc purchase order within the period of two years, therefore the offers provided should be valid for two year from
the signature of the framework agreement and could be extended beyond if parties agree.
We kindly request competent service providers to provide a quotation for the below items and include costs, technical specifications
and delivery time for each item (considering timing needed to deliver one item).

The deadline for submission of bids is at 23:59 on the 31. May.2022. Late bids will not be accepted.

MANNER OF SUBMISSION:
Please submit your bids in accordance with the requirements detailed below:
Complete offer shall be submitted by sending e-mail to not later than 31.05.2022 at 23:59. Tenders will be opened thereafter by the NRC
procurement committee without presence of tenderers or their representatives.
Your offer shall be prepared and received as following:
The ITB reference “ITB.NRC.MERO.2022.12– of BLP ‘’ Better learning programme- Graphic Design’’ shall be inserted in the Subject
Heading of the email
Bid documents required shall be included as an attachment to the email in PDF, JPEG, TIF format, or the same type of files provided as a
ZIP file. Documents in MS Word or excel formats may result in the bid being disqualified
Email attachments should not exceed 5MB; otherwise the bidder shall send his bid in multiple emails.
All submitted documents should be scanned originals (signed and stamped, where required)
5. ASSESSMENT CRITERIA
Award of the contract(s) will be based on the following:
Step 1: Administrative compliance check
Bidders must provide all required documents be considered compliant.
Step 2: Technical Evaluation
A Technical Evaluation of all bids received will be conducted to eligible bidders after administrative compliance check.
Criteria that will be used to evaluate and score the bids are outlined in Section 3, Clause 24.
Step 3: Financial Evaluation
Price in comparison to other bidders of comparable technical quality.
