REQUEST FOR INDIVIDUAL SERVICE PROVIDERS’
QUALIFICATIONS
Individual Cleaning Services for Millennium Foundation Kosovo

1. The Government of Kosovo has
established the Millennium Foundation Kosovo (MFK) as an autonomous entity with
independent legal authority to oversee, manage, and implement a Threshold Program
funded by the Millennium Challenge Corporation (“MCC”). MCC is a U.S. government
agency focused on assisting countries dedicated to good governance, economic
freedom, and investments in people.
2. The MCC Threshold Program with
Republic of Kosovo will provide up to $49 million to support significant policy reforms in
improve electricity supply through promoting energy efficiency and renewable energy
generation, as well as promote transparent and responsive governance. The Threshold
Program will run for up to four (4) years after signing of the threshold program grant
agreement in early September 2017. This timeframe includes up to six (6) months for
program start up and wind down.
3. MFK invites qualified and
experienced individual Service providers to provide the services as detailed in Annex
A: Terms of Reference. CVs provided by Service providing firms shall not be
considered. Individual Service providers are not allowed to associate with other
individual Service providers or firms for this assignment.
4. An Individual Service provider will be
selected under the Individual Service providers method, the evaluation procedure for
which is described in the attached Terms of Reference in accordance with MCC
Program Procurement Guidelines which are provided on the MCC website
(www.mcc.gov/ppg).
5. MFK shall evaluate the CVs based
on the qualifications and experience requirements and criteria provided in Annex A.
After said evaluation of the CVs/Resumes/Qualifications. The selection process, as
described, will include a review of qualifications and past performance, including a
reference check that shall be subject to verification prior to the contract award.
6. MFK reserves the right to also check

references. If the verification process supports the initial findings, the Service provider
may be invited to negotiate the contract including rates. Should negotiations fail with the
most suitably qualified Service provider, MFK may at its discretion proceed to verify the
qualifications of the next most suitably qualified Service providers.
7. MFK is not bound to accept any of
the qualifications submitted and reserves the right to cancel the process at any time.
8. The contract is expected to start by 21 November 2018, this is anticipated to be a full-
time Service provider for a base period of 12 months, a first option period of an
additional 12 months if the option is exercised by MFK, and a second option of
approximately 12 months (again, if the option is exercised by MFK). If the second
option period is exercised, MFK may exercise this option for a period from 6 to 14
months’ duration. The duration of this option will be specified before the exercise of the
option.
9. All requests for clarifications associated with this RCQ and its Terms of Reference must
reach MFK – in writing, to the email below - by 15.00pm local time of 02 November
2018.
10. Individual Service providers must submit their Expression of Interest and CVs to the
address below no later than 11: 00 am local time of 06 November 2018. Qualifications
submitted by email in pdf format are acceptable.
Service providers who intend to submit Qualifications should register their interest by
sending an e-mail (with subject: EOI for Individual Cleaning Services) to the
Procurement Manager on procurement@millenniumkosovo.org , giving full contact
details of the Service providers. This will ensure that the Service providers receive
updates regarding this RCQ.

Annex A
TERMS OF REFERENCE
Background:
Kosovo has been selected to receive a grant from the Millennium Challenge
Corporation (“MCC”), a United States government agency. In connection therewith,
the Government of Kosovo (the “Government”) and the United States, acting
through MCC, have entered into a Millennium Challenge Account Threshold Program
Grant Agreement (a “Grant Agreement”), dated September 12, 2017 pursuant to
which MCC will provide a grant (the “Grant”) to the Government to carry out a
program (the “Program”). The projects under the Grant Agreement include: The
Reliable Energy Landscape Project and Transparent and Accountable Governance
Project.
MFK intends to use portions of the Grant to fund cleaning services to assist MFK
with the day to day cleaning and operations of their temporary office.
Cleaning Services
1. Overall objective of the assignment
The overall objective of the assignment is to hire an individual to provide day to day
cleaning of the temporary MFK offices.
2. Specific tasks for Cleaning Services
Under the direct supervision of the MFK Director of Finance, the individual will be
required to;
Provide cleaning services to MFK office.
General Cleaning
Daily Service:
WASTEBASKETS emptied and replaced with new liners if
liner is soiled, ripped, torn or full. Wastebaskets washed out as
needed. Exterior of wastebasket cleaned.
DUSTING/WIPING all furniture, chair legs, windows, partitions,
workstation tops, accessories, ledges and all horizontal
surfaces, including desk tops, credenzas, file cabinets, window
sills and bookcases using a dust cloth, only. The dust cloth is
to be clean with no chemicals used. Spot clean any cup rings,

fingerprints, splash marks and spills. If any papers, file folders
and anything else belonging to MFK staff. Any items that were
moved during cleaning, they must be returned to their original
place.
FLOORS must be monitored for scraps of paper, paper clips,
etc. Sweep, mop and remove any debris. Tile/Floors to be
swept and/or dust mopped and wet mopped daily.
GENERAL clean smudges and fingerprints on doors and light
switches and walls around light. Cleaning must be done with
nonabrasive mild cleaners. Smudges and fingerprints on entry
window, clerk's reception area glass, and lobby glass partitions
cleaned with window cleaner. All doorplates kick plates, brass
and metal fixtures, and other bright work wiped with a
nonabrasive cleaner.
PAINTED doors and washed down with clean water using a
mild cleaning agent, rinsed with clean water if necessary, and
dried with no streaks, marks or smudge.
Restroom Cleaning
DUSTING - behind doors, ledges, mirrors, walls and all other
horizontal surfaces.
FLOORS swept clean and wet-mopped using a germicidal
detergent. Areas around urinals scrubbed. Floors mopped dry
and all watermarks dried from walls.
FIXTURES - Mirrors cleaned and polished with glass cleaner.
Shelves and sinks washed and polished with cleaner. Exposed
piping below wash basins and toilets and any other metal
accessories cleaned and polished. All basins, bowls and urinals
scoured, washed and disinfected with germicidal detergent
solution including tile walls near and under urinals. Areas of
difficult access, such as the underside of the toilet bowl rings
and urinals, inspected and cleaned of mineral deposits. Both
sides of all toilet seats washed with germicidal solution and
wiped dry. Toilet seats left in upright position.
PAPER –Replace toilet paper and paper towel replaced if less
than 1/4 roll left.
TILE WALLS damp Wiped with approved germicidal solution.
