                                   City-to-City Cooperation - Partnership Agreement 
                   
                         This document is to be agreed, signed and submitted to the IURC-NA program by DATE.

                  1. PREAMBLE 
                   
                  1.1 Recognising the mutual benefits to be gained through city-to-city cooperation, City of XXX and the 
                  City of YYY, enter into this Partnership Agreement and agree to the following: 
                   
                  2. PURPOSE 
                   
                  2.1 The purpose of this Partnership Agreement is to facilitate and promote cooperation on sustainable 
                  urban development between XXX and YYY. 
                   
                  2.2 Both cities are prepared to participate in IURC programme cooperating in the following agreed 
                  thematic areas:

                  2.3 Each city will plan and host a Learning Exchange for their partner city focused on the agreed 
                  thematic area(s).  
                   
                           City XXX agrees to send a relevant delegation of x number of people to participate in a 
                           Learning Exchange to City YYY the week of _____________, Month, 2022.   
                   
                           City YYY agrees send a relevant delegation of x number of people to participate in a Learning 
                           Exchange in City XXX the week of ____________, Month, 2022. 
                   
                   
                  2.4 With the support of the IURC Program Experts, both cities will participate in creating an integrated 
                  Urban-Cooperation Action Plan (U-CAP) over the course of the program, which should be completed 
                  by the fall of 2023. 
                   
                  2.5 Both cities have designated a coordinator, who will be responsible for the implementation of the 
                  city-to-city cooperation in specified thematic areas and the creation of the U-CAP.

                3. FURTHER AGREEMENTS 
                 
                3.1  This  document  is  a  Partnership  Agreement  and  is  not  intended  to  create  binding  or  legal 
                obligations  on  either  party.  The  specific  details  of  any  matter  will  be  set  forth  in  agreements 
                supplemental to this agreement. 
                 
                4.  TERM OF PARTNERSHIP AGREEMENT 
                 
                4.1 This Partnership Agreement shall enter into force upon signature. It shall remain in force for a 
                period of the city-to-city cooperation programme. 
                 
                4.2  This  Partnership  Agreement may be amended or varied provided that such amendment or
