ALLOCATION FUND OF TOURISM SERVICES FUND
BY THE BLESSINGS OF ALMIGHTY GOD
THE MINISTER OF TOURISM AND CREATIVE ECONOMY /
HEAD OF THE TOURISM AND CREATIVE ECONOMY AGENCY
OF THE REPUBLIC OF INDONESIA,
Considering : a. that development in the tourism sector aims to increase the
prosperity and welfare of the people as contained in
Pancasila and the Preamble to the 1945 Constitution of the
Republic of Indonesia;
b. that improving the quality of tourism destination
governance and the capacity of the tourism business actor
community to improve the quality of tourism services,
including the implementation of tourism information, as
well as supporting the smooth administration of regional
affairs in the tourism services sector in the regions requires
a non-physical special allocation fund of tourism services
fund;
c. that utilization of non-physical special allocation fund of
tourism services funds as regulated in Article 12 section (9)
letter k of Law Number 20 of 2019 on the State Budget Fiscal
Year 2020, technical guidelines on utilization of non-

required;
d. that based on the considerations as referred to in letter a,
letter b, and letter c, it is necessary to stipulate a Regulation
of the Minister of Tourism and Creative Economy / Head of
the Tourism and Creative Economy Agency on Technical
Guidelines on Utilization of Non-Physical Special Allocation
Fund of Tourism Services Fund;
Observing : 1. Article 17 section (3) of the 1945 Constitution of the
Republic of Indonesia;
2. Law Number 10 of 2009 on Tourism (State Gazette of the
Republic of Indonesia of 2009 Number 11, Supplement to
the State Gazette of the Republic of Indonesia Number
4966);
3. Law Number 20 of 2019 on State Budget Fiscal Year 2020
(State Gazette of the Republic of Indonesia of 2009 Number
198, Supplement to the State Gazette of the Republic of
Indonesia Number 6410);
4. Presidential Regulation Number 50 of 2011 on Master Plan
for Tourism Development Year 2010-2025 (State Gazette of
the Republic of Indonesia of 2011 Number 125, Supplement
to the State Gazette of the Republic of Indonesia Number
5262);
5. Presidential Regulation Number 96 of 2019 on Ministry of

HAS DECICED:
To issue : REGULATION OF THE MINISTER OF TOURISM AND CREATIVE
ECONOMY / HEAD OF THE TOURISM AND CREATIVE
ECONOMY AGENCY ON TECHNICAL GUIDELINES ON
UTILIZATION OF NON-PHYSICAL SPECIAL ALLOCATION FUND
OF TOURISM SERVICES FUND.
Article 1
In this Ministerial Regulation:
1. Non-Physical Special Allocation Funds, hereinafter referred
to as DAK Nonfisik, means funds allocated in the State
Budget to regions aimed at helping to fund special non-
physical activities that are considered as regional matters.
2. Tourism Services Fund means funds allocated to support
the improvement of the quality of tourism destinations and
the competitiveness of regional tourism, to increase the
welfare and productivity of local communities, and to
expand job opportunities in the tourism sector.
3. Indication of the Need for Non-Physical Special Allocation
Fund, hereinafter referred to IKD DAK Nonfisik, means an
indication of the need for DAK Nonfisik that need to be
budgeted for in the State Budget.
4. Regional Apparatus Organization, hereinafter referred to as
OPD, means a regional apparatus in the local government
that handles tourism affairs, has a tourism nomenclature
and is responsible for the implementation of DAK Nonfisik
of Tourism Services Fund.
5. Tourist Attraction means anything that has uniqueness,
beauty and value in the form of a diversity of natural,
cultural, and man-made wealth that is the target or purpose
of tourist visits.
6. Tourism industry means a collection of tourism businesses
which are interrelated in the framework of producing goods
and / or services to meet the needs of tourists in the
implementation of tourism.
7. Tourism business means a business that provides goods
and / or services to meet the needs of tourists and organize
tourism.

8. Priority Tourism Destination, hereinafter abbreviated as
DPP, means Tourism Destinations on a national scale that
have been designated as priorities.
9. National Tourism Strategic Area, hereinafter abbreviated as
KSPN, means an area that has the main function of tourism
or has the potential for national tourism development which
has an important influence in one or more aspects, such as
economic, social and cultural growth, empowerment of
natural resources, environmental carrying capacity, as well
as defense and security.
10. National Tourism Development Area, hereinafter
abbreviated as KPPN, means a tourism space covering a
certain area as an area with a tourism component, as well
as having a dominant and strong characteristic or theme of
certain tourism products as a component of the image of the
area.
11. Local Government means the head of the region as an
element of regional administration who leads the
implementation of government affairs which fall under the
authority of the autonomous region.
12. Minister means the minister who administers government
affairs on tourism sector and government duties on creative
economy sector.
13. Ministry means the ministry that administers government
affairs on tourism sector and government duties on creative
economy sector.
Article 2
(1) DAK Nonfisik of Tourism Services Fund is given to Local
Government to help to fund special non-physical activities
in the tourism sector that are regional matters and in line
with national tourism development priority
(2) The DAK Nonfisik of Tourism Services Fund as referred to
section (1) aims to support the improvement of the quality
of tourism destinations and the competitiveness of regional
tourism destinations in order to improve the image of
Indonesian tourism, improve the welfare of local
communities, especially people in tourism destinations, as
well as increase productivity and expand employment
opportunities in tourism sector.
