EMPANELMENT AS VENDORS/LSTK CONTRACTORS FOR SOLAR PV PLANTS AT
INDIANOIL RETAIL OUTLETS UNDER PUNJAB STATE OFFICE
INTRODUCTION:
Indian Oil Corporation Limited (IOCL), the largest commercial undertaking in India, is
engaged in the business of refining, transportation and marketing the Petroleum products.
IOCL, India’s largest refining & marketing player is a Fortune “Global 500” company.
1 IOCL aims to utilize available rooftops and spare land at various locations spread all over
India for installation of Solar Photo Voltaic (SPV) Plants and maximize production and
utilization of Renewable Energy through these SPV Plants.
The objective of inviting applications (defined hereinafter) in accordance with this
Expression of Interest Document, hereinafter referred to as EoI Document is to empanel
Vendors/LSTK Contractors for installation of SPV Plants at Retail Outlets under Punjab
State Office, as per the requirements.
BRIEF SCOPE OF WORK :
Vendors/LSTK Contractors empanelled for Solar PV Plants at Indian Oil Retail Outlets
under Punjab State Office shall participate in solarisation of Retail Outlets (ROs) that is,
Petrol Pumps including Kisan Seva Kendras (KSKs) of IOCL under Punjab State Office
2 where in, Vendors/LSTK Contractors shall approach RO Dealers of IOCL under Punjab
State Office for installation of Solar PV Plant at the RO as per requirement of the RO under
prevailing scheme, if any extended by IOCL to its RO Dealers.
States/Union Territories included under Punjab State Office are as below:
Himachal Pradesh, Punjab, Jammu & Kashmir, Ladakh, Chandigarh
OBLIGATION OF EMPANELLED VENDORS/LSTK CONTRACTORS AFTER
EMPANELMENT
3 After successful empanelment with IOCL as “Empanelment as Vendors/LSTK
Contractors for Solar PV Plants at IndianOil Retail Outlets under Punjab State
Office”, the empanelled Vendors/LSTK Contractors will have to mandatorily submit
quarterly report as per Annexure-15 of EoI Document.
4 PROCESSING FEES:
Applicant must submit a non-refundable Processing Fee of Rs.2500/- with Application.

1. Applicant (Individual/Partnership Firm) / Applicant Company must have PAN and
GSTIN. Applicant (Individual/Partnership Firm) / Applicant Company must also have

Provident Fund (PF) Registration Certificate.
2. The annual turnover of the Applicant (Individual/Partnership) / Applicant Company
during any of the last three preceding financial years must be equal to or more than Rs.
0.84 Crores.
3. Applicant (Individual/Partnership) / Applicant Company must have successfully
installed and commissioned at least 150 kWp cumulative capacity of Solar Plant(s)
in India during last three preceding years ending on last day of the month
immediately previous to the month of last date of bid submission falls.
4. Applicant (Individual/Partnership) / Applicant Company must have successfully
completed at least following minimum numbers and/or capacities of similar work(s) in
India during last three preceding years ending on last day of the month immediately
previous to the month of last date of bid submission falls:
Minimum 1 work of ≤ 50 kWp AND Minimum 1 work of ≥ 25 kWp
or
Minimum 1 work of ≤ 50 kWp AND Minimum 2 works of ≥ 15 kWp
or
5 Minimum 1 work of ≤ 50 kWp AND Minimum 3 works of ≥ 10 kWp
or
Minimum 1 work of ≤ 50 kWp AND Minimum 10 works of ≥ 3 kWp
5. Applicant (Individual/Partnership Firm) / Applicant Company must have at least one
no. professional (B.E./B.Tech. or equivalent) in-house including
Directors/Partners/Proprietor.
6. Applicant (Individual/Partnership Firm) / Applicant Company must have at least one
sales/service setup in any Union Territory or State under Punjab State Office (PSO) of
IOCL which are as below:
Himachal Pradesh, Punjab, Jammu & Kashmir, Ladakh, Chandigarh
Vendors/LSTK Contractors currently empanelled in Category-I Northern Region
need not apply again for this empanelment.

Category-I Northern Region need not apply again for this
empanelment. Full list of existing empanelled
Vendors/LSTK Contractors along with validity and

PRE BID MEETING / Physical pre-bid meeting shall not be held in view of
CLARIFICATIONS existing travel & other restrictions due to Covid-19. Any
queries concerning the tender shall be submitted through
e-mail only, latest by 1500 Hrs on 04.09.2020 to the
10 contact persons mentioned in NIT. IOCL shall be in
contact with the bidders through telephone / email for
necessary clarifications as per requirement. If the need
arises, a tele / video conference may be arranged at
IOCL’s discretion and the details of the same shall be
forwarded to bidders for participation.
