Business Case Quality Assessment Tool - 12 Month Pilot Version

Questions and Answers on the tool:
1. What is the purpose of the tool? The BC QA Tool is designed to support users with the existing Business Case Guidelines (TPP18-06) and review whether the evidence provided to support an investment decision is robust, succinct and correct.
Preparers and reviewers are encouraged to use this tool as a quality assurance checklist prior to each submission phase and investment decision.
2. Does the tool replace NSW Government Business Case Guidelines? This Tool does not replace the NSW Government Business Case Guidelines, which remains the primary guidance. This is a supplementary tool and is consistent with the NSW Government Business Case Guidelines.
3. Is the business case quality assessment process a substitute to the gateway review process? The assessment of the business case quality assessment does not replace the gateway review process, which is an assurance to the investors.
4. What are the key components of this tool? Business cases are organised along three stages, including Problem Definition, Strategic and Detailed Business Case, as well as five dimensions (types of analyses) designed to systematically ascertain that the investment proposal:

1. is supported by a compelling case for change – the ‘Case for Change’
2. optimises value for money – the ‘Cost Benefit Analysis’
3. is financially affordable – the ‘Financial Analysis’
4. is commercially viable – the ‘Commercial Analysis,’ and
5. is achievable – the ‘Management Analysis’.

The key focus of this review is to ensure that the document provides decision-makers with good quality and succinct information to be able to make good investment decision.
5. Who are the users? And do they require special training? The users of the tool are agencies that complete business cases for their own investment processes or for submission to Treasury. This tool should not be used without training. Intermediate BC and CBA understanding and quantitative skills are required.

8. Where to start/ How does it work? The Tool steps the user through the 5 pillars of a Business Case: Case for Change, Cost Benefit Analysis, Financial Analysis, Management Analysis and Commercial Analysis over the 3 submission phases below. Stage 0-2 are to be completed sequentially.

An “All Stages” tab is included for Detailed Business Cases that did not follow the 3 development stages. However, users are strongly encouraged to follow the 3 submission phases outlined in the "Business Case Summary" tab.

10. Will the tool be made publicly available? This tool is to be made publicly available and published on the Treasury website in Microsoft Excel format for agencies and other users.

The tool will be published as a 12 month pilot commencing May 2021. After 12 months, user feedback will be considered for updates to the final release.
