COVID-19 NPS Risk Assessment Tool (Updated 3/10/2022)
Type of Assessment: | Unit | <-- Select Type of Assessment from dropdown here | <-- Identify the name of the program, trail, etc. here
<-- Identify the date of the assessment
Consider the Federal, State, Tribal, and Local epidemiology and guidance that is relevant to your unit. No single condition or data point can determine operating status. Instead, a combination of multiple, dynamic factors should be considered. Review the data in the park’s county and surrounding counties using the CDC COVID-19 Community Levels Site.
Consider the specific risks and mitigation options within your units, facilities, events, services, programs, etc and determine their rating. Utilize the supplement document to the NPS COVID-19 Risk Assessment Tool to locate NPS, DOI, and other external guidance and resources relevant to each risk factor below.
Risk Factor | Key Questions | Description | What is the risk before mitigation? | Rating before Mitigation | Identify risk mitigation strategies. Include relevant details. | Rating After Mitigation
Staff and Volunteer Health Protection | Can staff health protection measures such as appropriate adherence to CDC recommended face masks, symptom self-monitoring, contact tracing, travel, quarantine and isolation and confidentiality be assured? | For resources on these topics, See Supplement to the NPS COVID-19 Risk Assessment Tool: Staff and Volunteer Health Protection Green - Fully implemented Amber - Implemented partially Red - Not implemented |
Staff Safety Protection | Are there appropriate resources (i.e., engineering controls, administrative controls, PPE, training, supplies, etc.) for staff in all risk categories? | For details on risk categories, See Supplement to the NPS COVID-19 Risk Assessment Tool: Staff Safety Protection. A job hazard analyses (JHA) has been conducted for employees and recommendations from the JHA have been implemented. The appropriate mitigations, and resources to protect employee health have been incorporated. A Respiratory Protection Program may be indicated, based on the outcomes of the JHA and identified risk exposures for employees. Consult with your unit and/or regional safety manager. Green - Fully implemented Amber - Implemented partially Red - Not implemented |
Staffing Capacity | Does the unit/facility have staff available to supervise and maintain operations? | Assess staff to support mission essential functions, if staff are unavailable to work (e.g., ill, childcare, telework, travel), etc. Green - Fully staffed Amber - Short staffed Red - Mission critical only |
Ventilation and Location | Are the units/facilities being evaluated by this risk assessment well ventilated? Are the events/services/programs being held in areas with good ventilation? | Activities and services held outdoors (i.e., greater ventilation) are likely to be lower risk than those held indoors. Designated officials at each indoor NPS facility should consult with building engineers and their servicing safety office/manager to assess the building’s ventilation systems to determine if any ventilation modifications are advisable per CDC and OSHA guidance for building ventilation systems to minimize the concentration of SARS-CoV-2 particles in the air in indoor spaces. See Supplement to the NPS COVID-19 Risk Assessment Tool: Ventilation and Location Green - Outdoors Amber - Indoors, Well Ventilated Red - Indoors, Poorly Ventilation |
Physical Distancing and Crowding | Will people be able to physically distance from each other? | Superintendents or building managers should utilize this risk assessment tool and exercise discretion to make occupancy decisions based on local and state epidemiological data and other policies available in the local jurisdicition or nearby NPS units. Individuals who are not up to date on COVID-19 vaccination should continue to stay 6 feet away from others outside their home and wear a mask. See Supplement to the NPS COVID-19 Risk Assessment Tool: Physical Distancing and Crowding Green - Yes, social distancing is easily maintained and group sizes are small and manageable (<10). Occasional close contact for short (<15 min) duration. Red - Social distance difficult to maintain. Regular close contact for more than 15 minutes. Crowd size may be large (>10) and difficult to control |
Duration | How long are people visiting the units/facilities or attending the events/services/programs, etc., being evaluated? |
Prolonged exposure is currently defined as a cumulative of 15 minutes of exposure in a 24 hour period or more at close contact, six feet or less. See Supplement to the NPS COVID-19 Risk Assessment Tool: Duration Green - Short (less than 15 min) Red - Long (more than 15 min) |
Environmental Cleaning and Hygiene | Are resources available for adequate hand hygiene and environmental cleaning? | For details, See Supplement to the NPS COVID-19 Risk Assessment Tool: Environmental Cleaning and Hygiene Green - Fully implemented Amber - Implemented partially Red - Not implemented |
Recreational visitors | Have plans for visitor self-screening and ensuring face mask directives, and minimizing crowding been developed and implemented? | For details, See Supplement to the NPS COVID-19 Risk Assessment Tool: Visitors Green - Fully implemented Amber - Implemented partially Red - Not implemented |
Business visitors | Is there a process for reviewing the vaccination certification form (or test result, if necessary)? Are business visitors complying with all public health protocols in place at the park or office? | For details, See Supplement to the NPS COVID-19 Risk Assessment Tool: Business visitors Green - Fully implemented Amber - Implemented partially Red - Not implemented |
COVID-19 Community Levels | What is the COVID-19 community level associated with your community? | For details, See Supplement to the NPS COVID-19 Risk Assessment Tool: Community Levels The COVID-19 community level is determined by the higher of the new admissions and inpatient beds metrics, based on the current level of new cases per 100,000 population in the past 7 days Green - Fewer than 200 new COVID-19 cases per 100,000 people in the past 7 days, <10 new COVID-19 admissions per 100,000 population (7-day total), and <10% of staffed inpatient beds occupied by COVID-19 patients (7-day average) Amber - Fewer than 200 new COVID-19 cases per 100,000 people in the past 7 days, 10-19.9 new COVID-19 admissions per 100,000 population (7-day total), and 10-14.9% of staffed inpatient beds occupied by COVID-19 patients (7-day average) or 200 or more new COVID-19 cases per 100,000 people in the past 7 days, <10 new COVID-19 admissions per 100,000 population (7-day total), and <10% of staffed inpatient beds occupied by COVID-19 patients (7-day average) Red - Fewer than 200 new COVID-19 cases per 100,000 people in the past 7 days, >20 new COVID-19 admissions per 100,000 population (7-day total), and >15% of staffed inpatient beds occupied by COVID-19 patients (7-day average) or 200 or more new COVID-19 cases per 100,000 people in the past 7 days, <10 new COVID-19 admissions per 100,000 population (7-day total), and <10% of staffed inpatient beds occupied by COVID-19 patients (7-day average) |
Vaccination | Is there a process in place to verify vaccination status (or testing) for the units, facilities, events, services, programs? | Amber - Implemented partially Red - Not implemented |
Testing | Is screening testing available for those that are unvaccinated? Is diagnostic testing available for people with a known or suspected exposure to SARS-CoV-2? | See Supplement to the NPS COVID-19 Risk Assessment Tool: Testing Green - Fully implemented Amber - Implemented partially Red - Not implemented |
Other | Are there factors not captured above, specific to your units, facilities, events, services, programs, etc. being evaluated which should be considered in opening or closure decisions? | Examples of other factors may include: 1- An increase in COVID-19 cases among employees, volunteers, concessioners, or the public visiting the park, 2- evidence that the risk is greater at the park than the local/state/tribal data indicates). See Supplement to the NPS COVID-19 Risk Assessment Tool: Other. Green - No to minimal risk Red - Risk, possibly requiring mitigation |
