TENDER NOTICE FOR SUPPLY OF MEDICAL BOOKS
Sealed quotations are invited under “Single Bid System” on behalf of the Medical
Superintendent for supply of Medical books required for ESIC Medical College & PGIMSR, Ashok
Pillar Road, K.K Nagar, Chennai-78 from eligible publishers/ Distributors/ Sellers having at least
three years experience of supplying Medical / Scientific/ Technical Books to Medical College/
Educational institution Libraries.
Prescribed Tender documents containing Terms and conditions can be downloaded from
the websites www.esipgimsrchennai.org / www.esic.nic.in / www.esichennai.org which should be
accompanied by the requisite Tender cost of Rs. 500/- in the form of demand draft payable at
Chennai in favour of “The Medical Superintendent, ESIC Hospital, K.K Nagar, Chennai-78”.
Sealed envelope containing the completed tender documents along with cost of tender form
and EMD superscribed as “ SINGLE BID TENDER FOR THE SUPPLY OF MEDICAL
BOOKS DUE ON 03-02-2014” should be dropped in the Tender Box kept in the first floor of ESIC
Hospital, upto 10.30 A.M on 03-02-2014. The Tender shall be opened on 03-02-2014 at 11-00 A.M
at the conference hall of ESIC Hospital in the presence of the tenderers or their authorized
representative who may wish to be present. If the date of opening of tender happens to be a holiday,
the tender will be opened on the next working day.
The Medical Superintendent, ESIC Hospital, K.K Nagar, Chennai-78 reserves the
right to accept or reject all/ any tenders without assigning any reason whatsoever.

TENDER UNDER SINGLE BID SYSTEM FOR SUPPLY OF
MEDICAL BOOKS
PRICE PER TENDER SET : Rs. 500/-
TIME & DATE OF RECEIPT OF TENDER : Upto 10.30 A.M ON 03-02-2014
TIME AND DATE OF TENDER OPENING : 11.00 A.M ON 03-02-2014
1) TENDER VALIDITY
Tender shall remain open for acceptance for a period of 1 year from the date of opening
of Tender. Tenders received for shorter validity will be rejected.
2) TENDERER’S ELIGIBILITY AND QUALIFICATIONS
Sealed quotations are invited from eligible Publishers/Booksellers/Distributors having
at least three years experience of supplying Medical /Scientific/Technical Books to
Medical College/ Educational Institution libraries.
3) EARNEST MONEY DEPOSIT
Tenderer shall furnish along with their tender, a Earnest Money deposit for
Rs. 30,000/- in the form of crossed Demand draft in favour of “The Medical
Superintendent, ESIC Hospital, K.K Nagar, Chennai-78”. Failure of the tenderer
to furnish required earnest money deposit along with their tender will result in rejection
of their tender.
The EMD of unsuccessful bidders will be returned as promptly as possible after the
expiry of the period of tender validity without interest. Advance stamp receipt for
refund of EMD should be enclosed with the tender documents.
4) PRICE SCHEDULE AND PAYMENT TERMS:-
a) Tenderers should quote rate of discount (in percentage) offered on publishers
printed rate for books in Annexure-III. If quotation is not made for a particular
item of Medical book the same should be filled up with the words “Not
Quoted”. Soft copy of the quotations should also be enclosed in the form of
CD/ DVD in a sealed cover. The Medical Superintendent is not bound to accept
the lowest bid or any tender and also reserves the right of rejecting all or any of
the tender without assigning any reason.
b) Rates should be quoted in INR only. All payments will be made in INR only.
c) The Rates should be quoted for single copy/unit price.
d) The successful bidder should furnish Performance Security Deposit of
10% of the value of the contract.
e) Bill in triplicate (pre-receipted) for the Medical books will be submitted by the
tenderer in the name of the Medical Superintendent, ESIC Hospital, K.K Nagar,
for payment.
f) The bill should bear the certificate from the supplier that only Medical books of
latest edition have been supplied and the prices have been charged correctly and in
accordance with the latest publishers catalogue/invoice or importer/distributors
invoice.
5) TERMS OF DELIVERY:-
All the Medical books should be delivered free of cost at the Library of ESIC
Medical College & PGIMSR, K.K Nagar, Chennai-78.
6) DELIVERY PERIOD:-
a) The Medical books available in India should be supplied within 30 days and in
case of books imported from foreign publisher, the supplies should be completed
within 45 days from the date of Purchase order.
b) The delivery shall be through Registered/Book Post/Parcel/Courier/in person on
the risk and responsibility of the firm. No postage, Insurance or any other
charges whatsoever extra shall be paid.
c) Only original books will be accepted and no duplicate/defective/ photocopies of
these shall be entertained. If any such instance comes to the notice, the same
shall be returned on risk and cost of the firm.
d) The firm will supply Original Electronic CD of Books as received by them from
Publishers free of cost.
7) PENALTY CLAUSE:-
a. For delays:- if the supplier fails to supply the books as per purchase order
within the time period specified in the contract, the purchaser shall deduct
from contract price/EMD a sum equivalent to 0.5% of the price of delayed
items for each week of delay or part thereof until actual delivery up to a
maximum of 10(ten) percent. Once the maximum is reached, the purchaser
may consider termination of the contract
b. Termination of default:- The purchaser may, without prejudice to any
other remedy or breach of contract, by written notice of default sent to the
supplier, terminate the contract in whole or part if the supplier fails to
deliver any or all publications ordered to him within the time period
specified in the contract, or if the supplier fails to perform other
obligation(S) under the contract. In the event of the termination of the
contract by ESIC Hospital in whole or in part, the hospital may procure,
upon such terms and in such manner as it deems appropriate the undelivered
Medical books and the supplier shall be liable to pay for any excess cost for
such purchases. However, the supplier shall continue performance of the
contract to the extent not terminated.
c. Force majeure:- The supplier shall not be liable for (a) and (b) above, if its
delay in performance or other failure to perform its obligations under the
contract is the result of an event of force majeure(Means an event beyond
the control of the supplier and not involving the supplier’s fault or
negligence and not foreseeable). Such events may include, but or not
restricted to, acts of the purchaser either in its sovereign or contractual
capacity, wars or revolution, fires, floods, epidemics, quarantine restrictions
and freight embargo. The supplier shall promptly notify the purchase of
such conditions and the causes
8) INSPECTION:-
Medical books will be accepted only after the inspection by the Medical
Superintendent or any Officer authorized by him/her.
9) DETAILS OF INFORMATION TO BE ATTACHED:-
Bidders are required to comply with the above requirements and submit their tender
complete in all respects along with the following documents by the due date and time
in sealed cover superscribing “SINGLE BID TENDER FOR THE SUPPLY
OF MEDICAL BOOKS DUE ON 03.02.2014”
i) Copy of the Tender Form along with Annexure-1, Annexure-II &
Annexure-III duly filled, signed and sealed. . Publishers rate as per list must
be attached with discount. Soft copy of the quotations should also be
enclosed in the form of CD/ DVD in a sealed cover.
ii) Earnest Money Deposit of Rs. 30,000/- (Rupees Thirty thousand only).
iii) Copy of PAN card issued by Income Tax Department and copy of the
Income Tax Return for the financial years 2012-13.
iv) Certificates issued by the Medical College/ other Educational institute
libraries for satisfactory completion of contract.
v) Declaration regarding availability /Capability for supply of Medical books.
vi) The bidder shall submit full details of his Company/Firm/Agency and name
of the directors.
vii) Bidder must submit self-attested copies of all documents and each & every
page of tender document should be duly signed and sealed.
viii) Certificate stating that latest editions of Medical books are quoted and will
be supplied must be submitted by the bidder.
10) No tender may be withdrawn in the interval between the deadline for submission
of tenders and the expiry of the period of tender validity. Withdrawal of tender
during the interval may result in the Bidder’s forfeiture of its Earnest Money
Deposit.
11) The successful Bidder shall not in any case sublet the contract in full or any part
of it to third party.
12) Tenders not meeting all/any of the aforesaid requirement(s) shall be rejected.
13) Conditional tenders are liable to be out-rightly rejected.
14) The number/ items of books to be procured may increase or decrease at the
discretion of the Medical Superintendent.
15) The Medical Superintendent reserves the right to accept or reject any tender or
the whole tendering process and reject any or all tenders at any time prior to
award of the contract, without thereby incurring any liability to the affected
Bidders or Bidders or any obligations to inform the affected Bidders of the
grounds for the purchaser’s action.
16) RESOLUTION OF DISPUTES:
In case of a dispute or difference arising between supplier and purchaser relating to
any matter arising out of or connected with the contract, such dispute or difference
shall be referred to the sole Arbitrator duly appointed by The Medical
Superintendent of ESIC Hospital, K.K Nagar, Chennai-78. The award of the
arbitrator shall be binding to the parties concern.
