SY 2021-2022
The different learning strategies and modalities were devised as part of the Basic Education - Learning Continuity Plan which covers essential
requirements of education in the time of COVID-19. The modalities adopted by the schools since SY 2020-2021 depended on the local COVID-19
situation and access to the learning platforms. This fact sheet provides information on the status of the use of learning modalities in different sectors
and levels of basic education.

MDL (Print) is the chosen modality in the public sector in all regions except
SY 2020-2021 SY 2021-2022
in NCR, wherein learners opted for Blended Learning. Public sector data

over MDL (Print). Apart from MDL (Print), a few of the regions also prefer
the Blended Learning and ODL.

Both MDL (Print) and TV-Based have decreased in the number of
learners from SY 2020-2021 to SY 2021-2022, with MDL (Print)

declining by 0.36% (equivalent to 74,756 learners) and TV-Based by
Region II 3.97% (289 learners). Learners who are homeschooling also declined

Region XI The computation of SY 2021-2022 enrollment is out of the 27,560,661 total
in the region

learning set-up in SY 2020-2021 due to the threat of COVID-19.

The total number of learners for SY 2020-2021 is 26,227,022.

learners, schools and school personnel to aid in distance learning, most especially in the
remote areas. The national government and local government units also ensure that
distant areas in the Philippines get better connectivity.
There is also the Digital Rise Program which aims to address
the challenges in digital learning and education technology
and provide better educational experiences to the learners
and teachers in response to the changing education
landscape. Numerous efforts have already been undertaken
by the Department under this Program which is an education
framework that anchors to the infrastructure, software and
capacity building of learners and teachers in technology.
