Part 11 Language Proficiency Test
1. APPROVED LANGUAGE PROFICIENCY TESTING CENTER (LPC)
CERTIFICATE
1.1. Description of LPC Certificate
LPC Certificate is the Certificate which indicates that a center or entity which is approved by
the Civil Aviation Authority of Thailand to conduct the test for aviation personnel’s English
language proficiency.
2. RELEVANT REGUALTIONS FOR LANGUAGE PROFICIENCY TEST
a) Regulation of Department of Civil Aviation regarding the Approved Language
Proficiency Testing Center 2011 and the Regulation of Department of Civil Aviation
regarding the Approved Language Proficiency Testing Center 2011 Number 2
b) Announcement of Department of Civil Aviation regarding the requirement for the
Operation Manual of Civil Aviation Personnel Language Proficiency Testing 2013
c) Regulation of the Civil Aviation Authority of Thailand On the Qualifications and Criteria
for Designation of Language Proficiency Assessment Personnel for Radio
Communication of Personnel B.E. 2562
3. QUALIFICATION OF AN APPLICANT FOR LPC CERTIFICATE
3.1. Applicants for LPC Certificate
a) Must be a juristic person in accordance with the laws of Thailand and have its principal
office located in the Kingdom of Thailand.
b) Must not currently hold the Certificate of Language Proficiency Testing Center that has
been revoked for less than 2 years.
c) Must have the Language Proficiency Testing Procedure Manual that conforms to the
guidelines and standards and contains all information prescribed by the Director
General.
d) Must have at least 3 personnel acting as the interlocutor and rater or at least 3
personnel in each of the foregoing positions, whereby the said personnel shall have
been appointed by the Director General.

e) Must have an area specifically designated for test administration, which shall be
organized in an orderly manner such that it is clearly separated from the operational
area, and shall consist of:
(1) Registration area
(2) Waiting area that is sufficient for the number of test takers
(3) Interview rooms that are appropriate and sufficient for the number of test
takers, and shall be equipped with tables, chairs, voice recording devices or
computers, and other equipment necessary for test taking
(4) Evaluation rooms or workrooms for interlocutors and raters
(5) Meeting rooms
(6) Storage rooms for tests and other important documents, which shall be
equipped with an appropriate and adequate security system
f) Must have an adequate number of personnel who are responsible for management
and administrative tasks.
g) Must have office equipment and basic facilities that are appropriate and adequate for
the operation, including areas for public relations activities in connection with the test,
such as announcement of the name list of test takers, rules, regulations, and
recommendations for test taking.
h) Must satisfy any other qualification requirements prescribed by the Director General.

4. INTERLOCUTORS AND RATERS CERTIFICATE
4.1. Description of Aviation English Language Proficiency
Interlocutor/Rater
Any person who will interview or rate the score of language proficiency to Personnel shall
obtain the Interlocutor or Rater Certificate from the CAAT.
4.2. Qualifications of Applicant for Designated Language
Proficiency Interlocutor/Rater
The Applicant shall have the qualifications and shall not possess any prohibited
characteristics, as follows:
(1) Having earned a bachelor’s degree or higher, or being a current or former holder of
Personnel Licence in Thailand or Personnel Licence issued by a contracting state or a
state entering into an agreement with Thailand;
(2) Having attained any of the following test results:
(a) The result of ICAO Language Proficiency Level 6, and the test result must be valid
at the time of application; or
(b) The overall IELTS score of 7 or higher with the listening and speaking scores of at
least 7.5, or the overall TOEFL score of 95 or higher with the listening and speaking
scores of at least 96, whereby the test result must not exceed the validity period
of two years at the time of application.
(3) Having completed an ICAO Language Proficiency Assessment training course that has
been approved by the Director General;
(4) Not currently being the holder of a suspended Language Proficiency Interlocutor/Rater
Certificate;
(5) Not being the holder of a Language Proficiency Interlocutor/Rater Certificate that has
been revoked for less than two years;
(6) Not being a person who has committed a corrupt act such that it impairs his/her
credibility, or being a person who exhibits behaviour that is deemed inappropriate to
be appointed as the Language Proficiency Interlocutor/Rater.
